The Upper Tana Natural Resources Management Project (UTaNRMP) is now in its fifth year of implementation. Consequently, UTaNRMP has commissioned an Impact Assessment Survey with the objective of assessing the extent the project interventions have contributed to changes in the quality of life (poverty reduction, improved food security and incomes and sustainable Natural Resource Management) of the beneficiary communities, compile lessons learnt and make key recommendations to improve project implementation. Specifically, the Impact Assessment Survey is expected to:

  1. Assess the overall project and component performance against targets in terms of output, people reached, outcomes and impacts in relation to the attainment of the overall goal;
  1. Assess the effectiveness of the project design/structure, implementation approach, planning and budgeting processes and make recommendations for future project implementation/design;
  1. Assess achievement of component specific logical framework indicators with a view to ascertain the degree to which component specific outputs, outcomes and impacts have been achieved;
  1. Examine the status of disbursements and expenditures per components, categories and assess efficiency and value for money on resource use on key project investments;
  1. Assess the extent to which project interventions on cross cutting issues .e.g. gender mainstreaming and youth participation have contributed to achievement of project goal and objectives;
  1. Identify successful approaches and innovations that can be replicated, lessons learnt, sustainability mechanisms put in place and recommend areas or approaches that need to be improved per component.
